Malls, hospitals and schools are where a child can wander off, and they’re exactly where GPS stops working. The trackers parents buy rely on GPS, so indoors they lose the signal.

The indoor systems that do work need beacons installed everywhere, or a technician walking the whole building in a grid, recording the signal at every point, and doing it again whenever the place changes.
